Hi Welcome to Just Answer! This is a normal condition. The engine must be running in order for the water pump to circulate hot water through the heater core inside the hvac housing and provide heat.
Both the heat and the ac require the engine to be running to operate properly and get the desired temp you want. If you are running the fan in the accessory position all you are going to get is outside air temp or maybe a little higher are lower till the components inside the hvac housing cool off or warm up to outside temp.

OK sounds like you may have an issue with the blend air door inside the hvac housing that is what is responsible for controlling the temp out of the vents
correct unfortunately the dash needs to come out to access the housing and the blend air door
