replaced both camshaft and crankshaft position sensors and the coil pack and am still getting code p0016 starts and run still running rough at higher RPM like its hitting rev limiter

Any abnormal sounds? These are known for breaking flex plates (Flywheel) and this will cause the P0016 to set. To find out, you can pull the dust cover between eng and trans and using an bright light look for cracks at the center and signs of rust. If you find either of these. Replacement of the Flex Plate is Highly recommended..
