Has the TPS (Throttle Position Sensor ever been replaced?
The TPS tells the PCM (engine computer ) how much the throttle is being opened. When it becomes worn out, it can send erratic voltage signals to the PCM and cause this type of surging.
Ok, then I highly recommend you have it replaced. Not a terribly expensive repair, and I am fairly confident that replacing it will stop the surging.
