There are several things that can prevent the power locks from working. It coudl be a failure of the power lock/security module, it could be a wiring issue, possibly just a blown fuse.

The first thing that needs to be done is check fuses. Fuses 25 and 26 in the box under the hood power the module. Can you check these?
