2006 pt cruiser, the left front turn signal does not work.

2006 pt cruiser, the left front turn signal does not work. the bulb was replaced and still didn't work. the socket shows .54 volt with the switch on and off.

Was this a used fuse box? If so, it appears that it is faulty because the left front turn signal gets it voltage from the electronics inside the IPM, which is basically the fuse box.

Here is the wiring diagram,

Unless of course that white/light green wire is short circuited.
