There are a handful of things that could be going on. If the lights are actually turjing on and off then the switch would be the most likely cause. If they're just flickering then it is most likely a charging system concern, the battery, alternator or cables being most likely.

Do the lights actually turn on and off, or do they stay on and flicker?

Has anything been done to try to repair it?
