Hello and welcome to JustAnswer!

If you do have power and ground at the bulb connector yet the bulb doesn't light then it has to be a connection issue or the bulb itself.

What model is the vehicle?

What are you using to test for power and ground?

What wires are you seeing power and ground on?

Customer: replied 1 year ago.
Chrysler 200
I use a probe3.
There are two wires coming into the connector. One positive current one ground.
Is there a fuse or relay because I don't see one,not even in manual.

Do you have an incandescent test light?

Expert:  sprinkles08 replied 1 year ago.

There are no fuses or relays for the headlamps.

Is it the high or low beam that isn't working?

Customer: replied 1 year ago.
Low

With the alligator clip of a test light, not a power probe or voltmeter, connected to ground and the headlamp switch on does it light when probing the white/dark blue wire?

Customer: replied 1 year ago.
it lights.
This time after I moved the fuse box out of the way when I turned the lights on again they came on.
I think there is a short somewhere because the bulb was not lit before I moved the fuse box to get to it.

You most likely have an open circuit or poor connection then, either in the wiring directly under the TIPM or at the TIPM connector.

Customer: replied 1 year ago.
How do I check
Expert:  sprinkles08 replied 1 year ago.

You would need to check visually for damage and corrosion.

Customer: replied 1 year ago.
One looks like it has been crimped no break in wire.
would that do it
