2000sebring, turns over great with no fire. Replaced distributer, plugs and wires.

I can help you, but first I need you to answer a couple of questions:

  1. When you say "no fire"; do you mean no spark, no injector pulse, neither?
  2. Are there any current and/or pending codes in the computer's memory?

So, it does have injector pulse? How about any codes?

Didn't have it checked for codes but the check engine light was on.

OK. Not being able to find out if there is or not injection pulse, or what code triggered the check engine light, limits what I can do to an educated guess and that guess is that the crank position sensor is bad.

I would very much like to help you diagnose this issue the right way and pinpoint its root cause, but that will entail you having access to tools such as a scanner, Noid lite, multimeter, and so on.

How do I find out if it is the timing belt.

The timing covers on the front of the engine would have to be removed. Then the timing belt alignment should be checked against the attached graphic.
