Hi, the seat bottom outboard panel usually breaks when you try to remove it. You can try to carefully pry out each spring clip with a long skinny screwdriver and you might get lucky but be prepared to buy a new panel. They are on tight and the plastic tabs on the spring clips break more often than not when you try to remove them.

Yes, the switch is screwed to that panel. I've might have gotten 3 out of 10 off without breaking the tabs and I've been a Chrysler technician since a year before the PT'S came out. If you pry carefully, you might get lucky and not break it.
