Sebring convertible malfunction. Top has crushed wires in the trunk area, one which activates the protector flap. How can I manually close the trunk portion. Blown fuse. Replaced fuse. Didn't help.

Hello and welcome to Justanswer!

If the front of the trunk has raised and will not move electrically you may not be able to get it to close manually, short of disassembling and removing components. There isn't a procedure to manually move top components in the event of a system failure, the early cars didn't have a pressure release to be able to move the top itself either.

If wires have been damaged and shorted to ground then the short is going to need to be repaired. Has the wiring not been repaired? Is the wiring to the tonneau cover motor?
