2008 Chrysler town and country a/ c blows cold on fan speeds 1,2,3 but warm on highest setting. Front and rear.

The amount of heat transfer between the air and evaporator is dependent on speed. If the air is moving more quickly across the evaporator then it won't cool as well as if the air is moving slowly. when you turn the blower motor to a higher speed it will always cool less then a lower speed. The optimum speed for cooling would be the second or third setting.
If you're feeling a substantial warm up when setting the blower motor to full speed the issue is with the performance of the a/c system. It could be a compressor issue, expansion valve, or a restriction in the system causing poor performance but the problem is almost surely being caused by low charge. The first step in diagnosis will be to recover, vacuum and recharge the system to the proper level. This will almost surely take care of the problem.
