2007 Chrysler Town and Country won't start after sitting in extremely heavy, driving rain. Engine turns over, but no ignition. Any suggestions ?

There are quite a few possibilities for a no start condition. If the starter does crank then the powertrain control module is awake, you're either missing spark or fuel.
See if you can hear the fuel pump run when the key is first turned on. If you don't hear the pump and fuses are good then you'll need to test for power and ground at the pump to determine whether it's missing an input or the pump has failed.
If you do hear the pump then the next step will be to check for fault codes. You could have a failed cam or crank sensor, a coil issue, the problem could be wiring or in the integrated power module. Any issue causing a lack of spark should set a fault code and knowing what codes have set will give a starting point for electrical testing.
