The problem is most likely a broken interlock lever in the shifter. If you hear something in the shifter when pressing the brake then the brake interlock system is working electrically and the shifter should be moving. If it sounds as if something is broken then odds are the interlock arm in the shifter is broken, which isn't uncommon.
The shifter would need to be disassembled to know for sure. If the arm is broken then either the shifter will need to be replaced or if you're open to aftermarket parts then you can get a replacement arm.
