Hello and welcome to JustAnswer!
The electronic throttle control light comes on when the powertrain control module sees an issue that will affect it's ability to control RPM and sets a fault code. The reason the light comes on is because a fault code is setting but I've seen numerous cases on this site where a generic code reader wasn't able to read the stored codes.
The problem could be many things including the accelerator pedal position sensor, the throttle body, wiring, powertrain control module, a vacuum leak or intake restriction, and the MAP sensor. The most common cause of an ETC light on these would be a failed throttle body.
The first step in diagnosing the problem will be to determine what codes are setting. If you're not able to read them with whatever you're using you're going to need an actual scan tool, preferably a WiTech.
