Hello and welcome to JustAnswer!
If the system is properly charged and there is a temperature difference between sides then you have a blend door issue. The blend doors are the doors in the heater box that move to control temperature. Assuming you have a dual zone system, there is s door an actuator for each side. If you're unable to control temperature on one side then you could have a broken door, failed actuator, or it could be a wiring or control head issue. A broken door or actuator would be most likely.
