Hello and welcome to JustAnswer!
If there is no reference or pullup voltage at the cam and crank senors then the powertrain control module either isn't awake at all or is partially awake. Usually a failed PCM will prevent the starter from engaging though but it's possible that it's in a partially failed state.
If fuses are good then the first step from there will be checking for communication with the PCM using a scan tool or code reader.
Do you know if communication is possible?
Does the fuel pump run when the key is first turned on?
