Welcome to! My name is DriveFast71(Ron) and I will do my best to answer all of your questions completely and accurately.

The Shift Interlock bypass is located on the side of the shifter assembly. Be aware: This is a "known problem" and sometimes the over-ride will not work! Chrysler has issued a recall for this problem, and will repair/rebuild the broken spring inside the shifter assembly for Free.

In the event of an electrical failure, the vehicle can be shifted out of PARK by using the following procedure.

1. Turn the key to the ACC or ON position.
2. Remove the liner to the cubby bin to the right side of the shifter.
3. Depress the BTSI override (2) on the side of the shifter assembly (1).
4. While the override is depressed, move the shifter out of the PARK position.
5. Return the cubby bin liner to its original location.

And how do I remove the liner to the cubby bin?
Expert:  Ron Z. replied 5 years ago.

Using a flat blade tool, carefully pop it out of place.

By-pass button did not work. Car is in my garage, is it safe to move it by towing?
Expert:  Ron Z. replied 5 years ago.

Yeah, didn't think the over-ride would work. This was a HUGE problem for MANY Dodge/Chrysler vehicles. Yes- perfectly safe to tow. Bring it to the Dealer, and have them rebuild the shifter assembly. It's Recall #K39.
