Hello and welcome to JustAnswer.
My name is Vladimir.
This could be caused by several reasons so we will need to test some things to find the problem.
1) Find the starter motor relay that is located in the power distribution center, remove it and make sure you have +12V power at one terminal at all times.
2) Ask somebody to turn the key into the start position and check if you get +12V on another terminal.
3) If both are OK, install the relay back and see if it clicks with the key in START.
If not, then your Powertrain Control Module does not provide ground to actuate the relay.
It could be caused by a Transmission Range Switch that in turn does not send signal that transmission is in PARK or NEUTRAL.

is there a way to est the transmission range switch

We usually connect a scan tool and just check the transmission range position status on a scan tool display. Could also be checked with multimeter or a test light connected to B+12V as it just closes and opens contacts to ground in different positions of gear selector..
You are interested in T41 circuit ( Black/White wire) that should be shorted to ground ( contacts closed) only in PARK or NEUTRAL.
Please see the diagrams below:

i will test it. if the switch test good what would the oher possibilities be of what is wrong. i am out of ideas

If you have both B+12V and Key in start +12V at the relay, but it does not click, then it could be : range switch, PCM or wiring issue.
If it clicks, then it could be relay problem or the wire that goes from the relay to the starter is open, providing the starter motor is good.
