My 2000 Cirrus' heater/air fan only runs on high. I can't find a fuse to check.

When the Blower Motor will only run on the highest setting, this is the common, tell-tale sign of a faulty Blower Motor Resistor. It's located under the passenger's side dash, mounted to the HVAC housing, near the Blower Motor.
