new cam sensor, crank sensor, timing marks look good, cam magnet looks good,

One of the sensors is pulling down either the 5 volt supply or the signal.
It could be the A/C pressure transducer.It shares the same 5 volt wire as do the TPS and MAP sensors.
The ground is shared with TPS, MAP,IAT,ECT,A/C pressure transducer, cam and crank sensors.
Anyone of these sensors could cause the code you are having. You need to monitor all these sensors while running and with the key on engine off.
