Welcome to Just Answer Chrysler my name is Mark.

The speedometer reading comes from the output speed sensor on the transmission. When this sensor fails it will cause the transmission to stay in second gear and also for the speedo to stop working.

The output speed sensor is a common failure item and it just threads into the transmission on the drivers side.
