The p1698 sets when the other modules on the van are not receiving bus communication messages from the transmission control module. If the module goes down the shifter boxes won't show correctly, and the trans will stay in second gear. You could have a wiring problem, or it could be the trans controller itself.

I had it fixed by a dealer, they fixed the wiring to the transmition and some other small stuff such as relay replacement. The van does not have a problem once its runing the problem is that the van does not start, or rather it starts and shuts off withing 2-3 seconds, this happens for 3-4 times, ater those tries it just does completely nothing, the engine doesnt respond at all and neither would the starter. Could it be something else that i can try and fix?

This is a faulty in the antitheft/security system. The security module and bcm(body control module) need to be read for stored fault codes to know where the problem is
