No you can't. You need the proper ignition key that mates to the theft module in order to get the engine to start.

what it is someone tried to steal the car we had to replace the steering column noe the car wont start it ran fine until this happened
Expert:  David Dill replied 7 years ago.
Transfer the module from the old steering column over to the new one along with the key cylinder if you can. The key mates to the module so it should start right up. If the cylinder is damaged, you'll need a replacement and get a key to go with it. Then have the key programmed to the car.

if i go to the junk yard and we get the steering column that has the theft module because the one on the original column got broke can we get it to work that way or are we gonna have to get it programmed any way we go
Expert:  David Dill replied 7 years ago.
You will need a new module, anyone you get will have the VIN from the vehicle it came out of. It is a permanent write so it cannot be changed. The key for the "new" column can be reprogrammed.
