Hello I will help,

Help me to understand this "shutoff valve".

The AC uses R134a refrigerant and the heater/engine cooling system is Dexcool antifreeze. The temperature control of the interior is a mechanical blend door to mix the air stream.

Where was the shutoff installed and how is it operated?

Spliced between the a/c hose and the heater hose to allow each to function, but only independently. Flow is to be controlled
manually at shut-off valve

I think you have your terminology mixed up. There is no fluid connection between the AC and the heater. One uses coolant, and the other uses refrigerant, both in sealed systems.

Can you post up a photo of the invoice your mechanic gave you with the description of what he did? What are we trying to fix anyway, do you have an overheating concern?
