Ok with your turn signals on and vehicle running, check voltage at left and right turn fuse in drivers dash panel location and let me know what voltages you get

Voltage check was cosistant at 20.1 with battery charger on

im confused so you cranked the vehicle turned your turn signals on and had battery charger on the vehicle and checked voltages?

Only right headlight is dim

ok take off the charger and try that again , never start a vehicle and apply a charger, this could cause issues or damage to your computers or other circuits
