You will need a Steering Linkage/Tie Rod Puller and a Ball Joint Remover

why do I have to remove the lower control arm? can't the bushing be pressed out in place?

Without removing it you will not have enough room to use the ball joint tool

It is pressed in. Hammering it will not help at all.

if tool J24319-B can be put in there to remove shock module yoke why can't another tool press the bushing out?

This is the procedure provided by the manufacture. You dont have to do it exactly as showed. If you think you can get the tool in place and use it without removing the part you can do that to.
