what year and make and model and engine size is this ?

Most cars have a 5v reference. If you have a code I can look up specifically what the voltage should be

One way you can find out is to cut the wire at the ECM and test it with key on engine off. Sometimes wires can develop high resistance and drop the voltage down to what you are seeing. Is the reading you got with the connector unplugged?

Good morning Dave , I have checked the voltage at the ecm and at the connector both are 2.53 yolts checked the resi on both wires both are within spec, i am sure that it should be at least 5 volts but cant find the spec thank you
