1994 chevy p/u will start and has decent idle but backfires

1994 chevy p/u will start and has decent idle but backfires if I acccelarate a lot. The main issue I have is that when I put it in gear it loses power, backfire, won't go past 40mph,won't go uphill. I have replaced fuel filter,pump,spark plugs and wires and the complete throttle body.
JA: Is the power loss consistent, or does it fluctuate?

Customer: 1500, v6 vortec 4.3l
JA: Are you fixing your vehicle yourself? What have you tried so far?
Customer: Yes, I put in a complete T.B, fuel filter, fuel pump, spark plugs, spark plug wires, check for vacuum leaks and reset timing.
JA: Anything else you want the mechanic to know before I connect you?
Customer: The truck was not run for 2years, so I put new battery and replace the old, stinky, discolored fuel.

It kind of sounds like a classic case of plugged catalytic converter to me. Can you pull the front 02 sensor out, and see if that helps any. or Is the check engine light on now by chance? thank you.
