You can certainly have a caliper or brake pad hung up preventing the vehicle from rolling forward. Another possible cause would be the driveshaft or u joints or even whele bearings binding up causing this problem.

The best way to diagnose this is to get the vehicle up on a lift and see which tire or tires have a hard time rolling forward.

Then you can inspect the brakes, driveshaft or axle on that side or that wheel to see what is causing this condition.
