The cluster was replaced at a shop but now is not working ;

the cluster was replaced at a shop but now is not working ; none of the gauges are reading
JA: What is the model/year of your Chevy?
Customer: 2003 3500 van
JA: Are you fixing your 3500 yourself? What have you tried so far?
Customer: checked connection to panel & checkedfuses
JA: Anything else you want the mechanic to know before I connect you?

Did this issue now only occur after the cluster was replaced or was the cluster replaced to try and resolve this issue here?
