Look underneath where the hoses go into the rack, do you see any signs of fluid leaking at that spot? There is a service bulleting for this. Does the power steering pump whine? any leaks on the ground?
Sorry I mean to say steering gear. Lift front wheels off ground, with engine off, turn wheel from lock to lock 10 to 15 times. The incline will help get any air out of the lines. It can take a while to get all the air out.
Did the pump come with a new reservoir?
Make sure the reservoir is clean, the screen could be clogged causing this problem.

I would keep trying to bleed it sounds like you still have air in the system.
