I'm having a P1345 code with the occasional idle stall out

Hi. I'm having a P1345 code with the occasional idle stall out when I let go of the gas pedal. Not all the time.
JA: Is the check engine light on?
Customer: yes
JA: What is the model/year of your Chevy?
Customer: 2002 astro
JA: Are you fixing your Astro yourself? What have you tried so far?
Customer: I've changed the coil and distributor cap. Scanned it for codes and inspect for vacuum leak
JA: Anything else you want the mechanic to know before I connect you?
Customer: fuel pressure is at 35 psi

First off the fuel pressure is way to low. The pressure should be 55-62 psi. If you hold the throttle full open with the air horn off can you smell gas in the intake?
