My TBS demonstrates with a warm 350 engine that there is

my TBS demonstrates with a warm 350 engine that there is only one volt on my meter gage instead of a 4.5 to 6 volts apparently my Fuel Injection Computer is not providing the voltage that the TBS needs to operate.
JA: Has the vehicle turned into a gas hog? And how does it start -- same as usual?
Customer: Starts fine and yes it is a gas hot seemingly because it has no power to get it moving.
JA: What is the model/year of your Chevy?
Customer: 1991 with 350 and auto and 4whel drv.
JA: Are you fixing your vehicle yourself? What have you tried so far?
Customer: I have replaced fuel pump and filter most sensors inclu. the egr valve
JA: Anything else you want the mechanic to know before I connect you?
Customer: the engine is new with 10K miles was running rough but at idel it is now smooth with the recent work performed, but lacks throttle response.
