Won't Start, replace starter and it worked fine started fast

Won't Start, replace starter and it worked fine started fast that was three days ago. Today it won't start. Got power to starter, batter is new, ignition switch is new and is aligned with cylinder, new starter relay switch 40a.
JA: How many miles are on the car? Has the car been starting normally?
Customer: yes 367,000 and it always been maintenance, hoses, alternator new, fuel pump new, it just clicks I took the starter off today to have it tested at Nampa and it is fine I thought I bought a lemon starter.
JA: What is the model/year of your Chevy?

So the engine does not crank over?

Are you sure that BOTH terminals at the starter have FULL battery voltage with the key in the CRANK position?

No did not try the larger screw just the smaller one that has an s by it
