1999 Chevrolet Cavalier. Ignition starter failed. 7/14/16,

Customer Question

1999 Chevrolet Cavalier. Ignition starter failed.
7/14/16, removed negative cable from battery & removed starter from car for core charge return.
7/15/16, car sat in garage with negative battery cable in hooked.
7/16/16 - installed new starter. Reconnected negative battery cable. Car will not turn engine over.
Car can be started by jumping across solenoid on starter.
Have no voltage with a multimeter at the starter through the small purple wire when someone turns key to start position.
Do have constant 12.8 VDC on battery cable to starter. Hence able to jump start car from across solenoid.
Checked with multimeter at the factory recall added on ignition relay by cooling fan. No power from ignition switch in start position there either. Can start car from there by jumping from red wire to purple to eliminate that relay as issue.
Checked both the 50amp fuse for IGN on drivers side inner fender. Fuse ohms good on multimeter. Same for 20 amp fuse inside on drivers side of dash.
Not sure if is an anti theft issue from being powered down too long or not.
Also noticed that the 50 amp fuse on fender has 12.8VDC to it on engine side none on tire side. Need a little help please.
