Hello and welcome to JustAnswer!

If it's actually twisted then you may be able to get it to pull out and remove the twist, but the seatbelt retractor may need to be replaced.

If you haven't already, try pulling the belt back out and see if it will move. I'm assuming you've tried to pull it back out and it is either locked or you're unable to pull it because of a twist, but not being able to pull it because of a twist isn't likely. The retractor doesn't really have the strength to pull much of a twist in to the point that you couldn't pull it back out by hand.

If you're unable to get it to move as is then the seat cover is going to need to be removed for access to the retractor. With the cover removed there may be a twist or other issue visible that is preventing the belt from moving. If there isn't anything wrong externally visible then the retractor is going to need to be replaced.

How do you remove the cover on the seat
Expert:  sprinkles08 replied 1 year ago.

Start by disconnecting the battery.

You'll need to remove the seat side sheidl to expse the lower seatbelt anchor bolt and remove the bolt.

At the very bottom of the seatback you'll find a J hook strap. This is a plastic strip that spans the width of the seat, one side will have a J hook and the mate from the other side of the cover will have a male plastic piece that locks into it. Using something such as a raditor hose pick or small screwdriver disengage the J hook and roll the seat cover up and off. If you have an arm rest it will need to be removed from the seatback if you need to fully remove the cover.
