Should I have voltage at the plug on the ac compressor clutch constantly . If the ac switch is on or off there is no change.

email crashed.
Compressor kept kicking on even with switch in the off position . Then finally wouldn't come on.
checked fuse , relay and plug .
Had voltage at the plug with the switch on and off .
