Chevrolet Aveo: I have a 2004 aveo and the horn fuse under

Unfortunately, there is no 1-answer, "it's this..." type of answer here. The Horn fuse protects the Horn, Hood Contact Switch (part of alarm system) and the Theft Deterrent System. So if the fuse is blowing there is a short in the circuit to one of these items, or an item itself has an internal short. So, the best place to begin here would be to carefully inspect the wiring harness to each of these items, looking for any rubbed-through or damaged wires. If there are no obvious problems found, then the horn and the alarm system will need to be tested.
