Chevrolet K1500 4x4: my 1990 chevy k1500 will not start, power

my 1990 chevy k1500 will not start, power to everything but not to starter, no clicking. Lights do not dim. I replaced starter and replaced battery. cleaned battery ground to frame. I tried to start in neutral and move gear shift around , nothing to starter....son who uses truck says occasionally it would do this and then start again in 5 mins. Not any more.
