2003 Avalanche, I cannot...

2003 Avalanche, I cannot get the fan to operate on 1-3 but if I turn it to 4 or 5 the fan works. How can I fix this?

The fan motor does not operate on settings 1-3 but it does operate on settings 4 & 5.
