2011 chevy Silverado, after changing battery and alternator headlights and inside dome light have a flicker or pulse, why?

  2. Does the read out on your multimeter show the same fluctuation?

The alternator was spiking but has been replaced with a new not reman. Haven't checked battery voltage.
