I have a 2004 chevy Malibu that is not getting fuel pressure after changing fuel pump filter and pressure regulator

as long as you spray it

Without checking to see if you have the proper fuel pressure I would say you might have an issue with the injectors not opening.

Did you check to see if you had any codes in the computer?

Do you have any local parts stores that have a tool loaner program, so you can get a fuel pressure gauge to check the fuel pressure?
