Have a 07 that code says fuel pressure regulator problem . Mech said he change it out, an didt fix it, so now want to change out injecter pump . Cause fuel pressure is still low?

Ok that code is not for too low, rather too high of pressure. Is it loping at idle?

No it will run good for first 100 feet ,then falls flat an blows black smoke. Let up on gas to 2000 rpm an run ok

They said it is bypassing fuel by the injectors. So new injector pump solve the problem?

That does not make sense, over pressure tells me more it's not bypassing injectors. Injectors bypassing would make the overall pressure go down.
