if you pull that lever back by hand on the e-brake assembly that the release cable connects too all the way will it release ?

No. I won't release. I tried that. Something snapped when I engaged the foot brake. I understand there's a stop that holds the sprockets that I can pop manually but I don't see it from under the dash.

the only release for that is where the cable connects too on it

if pulling that all the way back will not release it then the e-brake assembly internally has broken

a lot of times when this happens you will need to cut the front cable to physically release the e-brake and then pick up a new or used e-brake assembly and front cable and change it out

there is nothing to take apart on the e-brake assembly especially it being under pressure of it pulling
