Are you sure you replaced the correct actuator? Where was it located?

Customer: replied 1 year ago.
drivers side under the metal plate

it moved once then quit again so I changed the fan switch with the temp controls

OK, when you move the temperature adjuster, and you put your eyes on this actuator, can you see it moving? The metal hub in the middle of the actuator should slowly move clockwise and counter clockwise when you move from hot to cold.

I can't make a phone call from where I am right now. The shop has a lot of background noise that makes it difficult to work on the phone.

OK. There is testing that can be performed, if you have a good multimeter and the ability to use it. Do you have this?
