I have a 2009 HHR and the steering wheel shakes or woobles

I have a 2009 HHR and the steering wheel shakes or woobles at mid speeds between 35 to 50 MPG at higher speeds its ok. Just put new Wheel brake rotos and brake pads and the tires are fairly new and balance. What else could be the problem?

Check the front rims for being bent where the tire bead seats to the rim. If you do not find any bent areas, jack the front of the car up so that wheels are off the ground and set on jack stands. put car in nuetral and rotate front tires by hand to see if they run straight or wobble side to side.
