Hello and welcome! To test the fuel pump correctly, you will need to deadhead the fuel pump verify the fuel pump can make at least 47 PSI.
If the deadhead pressure is greater than 47 PSI, replace the fuel pressure regulator. The OE regulators are currently no longer available. An aftermarket regulator will be required. The correct operating fuel pressure is 28-32 PSI. The pressure should always be steady.
Some other possible causes would be bad fuel injectors, bad engine coolant temp sensor or even a bad ignition control module.
Hello! Before we go any further, I just want to mention that just because these parts have been replaced, it does not mean these parts are good. I have seen bad new parts right out of the box.
