Hello and welcome to JustAnswer!
If the instrument cluster is electrically dead then it has either lost a power or ground or has failed internally. If fuses are good and the only thing not working is the instrument cluster then the next step would be to remove it and test it's powers and grounds and go from there. If it's missing an input then that circuit will need to be investigated from there, if the powers and grounds are present then the cluster can be condemned.
You should have power on the pink and orange wires, ground on the black/white.
