I started up my 99 tahoe 5.7 up and none of the gauges are registering . The fuse is good. New battery and alternator

do you have a multi meter on hand ?does the check engine light light up in the dash with the key ON ?what does work in the gauge cluster ?

A tester yes...multi meter no.
the speedo and tach works. The oil, fuel, temp, and amp. does not work.

The ses light had been on was is not lit now. No check engine light iluminated

ok it is very important to know if the fuse called GAUGES fuse # ***** in the inside fuse box shows 12 volts at it with the key ONalso pull the fuse out and look and see if its blown if its not plug the fuse back in and will it still not work ?

I have the instrument cluster out. There are power on three pins that are switched. The 3 pins are live when the switch is on and not when switch is off.

see if the 2 pinks and the orange show 12 volts you must measure the volts and the 2 black / white wires are good grounds

if there is 12 volts at those wires the cluster is the issue
if one is missing 12 volts usually the ignition switch or wiring from the fuse block to the cluster is the problem

Is there any way to test a cluster from a junk yard

no there is not unless you have a cluster test stand that the cluster repair shops use
