Chevrolet Silverado 1500: My 1994 Chevy Silverado 1500 won't

My 1994 Chevy Silverado 1500 won't start, it appears that there is no fuel at the TBI (which we thought was a carburetor). We're going to check to see if fuel gets to the fuel filter this afternoon. Haven't checked fuses yet. It just turns over and over, pump gas pedal to try to even get it to flood, no gas smell under hood at all. I can hear pump turn on when ignition on, etc.

when cranking it over no fuel is pulsing out of the bottom of either injector on the throttle body ?if not can you be sure you have 7 to 13 PSI of fuel pressure at the fuel line from the fuel tank that connects into the fuel filter ?
